More than 130 years ago, the Austrian Arctic explorer, Carl Weyprecht [Weyprecht and Ihne, 1913] (who discovered Franz Josef Land, an archipelago north of Russia, and who advanced a successful scheme for international cooperation in polar science”the International Polar Year concept) postulated that a number of fundamental problems of meteorology and geophysics could be solved near the Earth's poles.
